SendSMSMessage

发送短信或者邮箱验证码
参数：
string MobileNo：手机号码（保证用户输入的中国的手机号码前面不包含+86）或者邮件地址，加密
string SMSContent：新的短信内容（直接为空）加密

返回结构:

返回值：
Result 描述
Result=0 发送成功【此时 Message 为六位验证码（纯数字）】
Result=-1 发送错误，Message为错误信息
Result=-11 手机号码错误
