IsNoCoperators

判断用户名称是否已注册
参数：
string CompanyCode：公司编码（长度为6位），加密
string userMName：用户名称，加密

返回结构:

Result 描述
Result=0 用名称可以注册
Result=-20 公司已经被删除，或者公司不存在
Result=-21 用户名称已经注册（用户名称重复）
Result=-31 公司还没有启用，不能注册操作用户
