DeleteOperators

注销（删除）用户
参数：
string Token：Token
string DeviceTypeNo：机器型号（APP中定义的全局变量），加密
string UserID：用户唯一标识【QueryOperators 接口返回的UserID】，加密

返回结构:

Result=0 修改成功
Result=-1 错误, Message 为错误信息
Result=-2 Token非法
Result=-10 当前登录帐号已经在其他机器上登录

Result=-12 公司至少需要保留一个“管理员”
Result=-31 Token 失效
